Land Pooling Policy approved by Urban Development Department in September 2013. The policy prime concern is to prevent, selling of land without the owner’s consent. The policy assures fundamental changes in the way of land acquisition and development of land in Delhi. Under the land pooling policy, lan owners can surrender land holding for central pool and be a stakeholder to the development proposed on their land. Once the small chunks of land pooled, the landowner would get back 40-60% go the total land surrendered.The DDA designed as land pooling agency which will implement the land pooling policy for integrated planned development as per the Master Plan provisions with minimum interventions. Developed Entity means an individual owner, or a group of owners or developer, approved to pool the land in popular area. Each land owner to get and fair return irrespective of land uses assigned to their land in the Zonal Development Plan with the minimum displacement of existing land. Land transfer certificates mean the certificate issued by the LPA in respect of exchange of the land between the developers entity and the land pooling agency.
According to MPD 2021, L Zone will be the prime area will develop as per Land Pooling Policy where DDA will act as development entity for the basic infrastructure and other groups like private real estate builders, housing societies, cooperative societies would act as commercial and residential entities. The L Zone is primarily divided into three areas on the outer skirt of Dwarka Extension, it would be all green area like cooperative group housing,residential complexes by private builders and cooperative societies also there would be commercial area development as per the need of population planning to reside in smart city.Once important approvals will be released, L Zone land owners will submit their land chunks to DDA out of which the authority will take 40 percent of the total and area for development of roads, drainage, civic amenities and sewerage and other. Later in order to fulfill the requirement of affordable housing, once developed, the developers or housing societies will allow to start their construction plans to build flats, villas, apartments, farm houses and houses as per their specific needs which would complaint to L zone.
